We do not prefer 2 production orders because we do not want to plan the 2nd operation separately: only the 1st operations should be planned. The 2nd operation can start as soon as the 1st operation is finished.
The 2nd operation should also consume the handling units that were produced in the 1st operation: by using 2 separate orders, we are not sure the 2nd order will consume the SFG from the first order as there is no link between the 1st and second one.
