1. Have you already explored Data Migration tool for Org and Employee? You can use that to update them. Just be careful of selecting proper Mode while using it. You can find the details on the Help Center. Migration templates can be downloaded from Prepare tab on Activity Lists, while you will find Migration tools on Integrate and Extend.
2. Yes you can use SAP PO for integration.
