Refresh image with a new one at the same url not working

Image always gets updated in the database with the ID as 584180. ID always remain the same but images keep on changing after the upload.

URL in my case is something like /gamification/gamification/api/picture/GetPicture?id=584180.

So, if i try to use another "?" followed by the time, image load fails as it might be expecting only one "?" in the query.

I tried using "#", but it's not able to fool the browser to pick the image from HTTP cache. Even after the use of "#", it's picking the image from In-Memory cache of the image.

Any suggestion on how to proceed with?
